Why Seabiscuit is rated PG-13 ?

The main character is involved in two boxing matches to earn money. Several punches are thrown. His mildly bloody eye is shown.
A rider is pushed off his ride to the track, while another hits Johnny.
Johnny smokes once and various miscellaneous people smoke in many scenes.
 A man prepares to shoot an injured horse with a shotgun, but Tom stops him and the shooting doesn’t occur.
Johnny is dragged behind the stampeding horse for several yards, severely injuring his leg.
